2026 Procurement Thresholds

The table below shows the procurement thresholds applicable from 1 January 2026. If the estimated net value of the planned procurement exceeds the given threshold, a public procurement procedure is mandatory.

What changed between 2024 and 2026?

The procurement thresholds and the related procedural rules were amended in several steps. The timeline below summarises the main changes that affect contracting authorities. The national threshold amounts have remained unchanged since 2020. The movement has been around the EU values and around the aggregation and exemption rules.

1 January 2024 The EU thresholds rose by roughly 12 percent on average as part of the biennial review, across every type of contracting authority and every type of procurement. Commission communication (OJ C 2023)
1 February 2024 A procurement obligation is triggered even for organisations outside the scope of the Kbt. if the procurement is financed in whole or in part from EU funds. Kbt. Section 5, grant-based scope
1 August 2024 In EU procedures, the value of procurements split into lots must also be aggregated across the lots if the lots form a single technical and economic unit. Kbt. Section 19 (3)
26 November 2024 The national threshold for social and other specific services rose from HUF 30 million to HUF 50 million. The scope of exemptions covering the ancillary services under Kbt. Section 111 (c) was broadened. Kbt. Section 111 (c), amendment to Kbt. Section 15
