EKR central registers
Is the company in the EKR central registers?
Search the six EKR central procurement registers by company name or tax number. We show the legal ground for each entry and whether it is still in force.
What you will find
Register checker
Enter the bidder's company name or tax number. A tax number gives a more reliable match, because company names repeat and the registers record the same operator with different spellings.
What this check does not cover
This search does not replace full verification of the exclusion grounds, and it does not tell you whether a company is excluded from public procurement. Section 62 of the Kbt. lists roughly twenty mandatory exclusion grounds, and the central registers bear on three of them. The register of serious contract breaches relates to the discretionary ground in Kbt. 63. § (1) c), which applies only where the contracting authority prescribed it in the notice.
None of the following appears in any register, so none of it appears here:
- public debt, including tax, customs and social contribution arrears
- bankruptcy, liquidation, winding-up and compulsory strike-off
- criminal convictions, while the Integrity Authority register holds no entries
- professional or ethical misconduct
- conflict of interest and lack of beneficial-ownership transparency
These are declared in the European Single Procurement Document (ESPD) and proven by certificates. Our article on the exclusion grounds covers the full catalogue and how verification works.
The six central registers
Four registers carry entries bearing on an exclusion ground, and two do not. That difference matters: a self-cleaning decision is the opposite of exclusion, and the register of qualified bidders is a positive list.
| Register | Bears on an exclusion ground | Expiry |
|---|---|---|
| Excluded economic operators | Yes | Recorded per entry |
| Serious contract breaches | Yes, if prescribed in the notice | Three years from the breach |
| Competition authority proceedings | Yes | Recorded per entry |
| Integrity Authority register | Yes | Currently an empty register |
| Self-cleaning decisions | No, the opposite of exclusion | No expiry data |
| Register of qualified bidders | No, a positive list | Recorded per entry |
A register hit is not yet a decision
Weighing an entry, accounting for self-cleaning and running full ESPD verification are procedural responsibilities. We support that stage so the evaluation is documented and defensible in review proceedings.
Common questions about the register check
No, and no public register can. The tool shows whether an economic operator appears in the six EKR central registers. These are declaratory registers under Kbt. 187. § (2): an entry does not itself create an exclusion ground, it triggers the contracting authority's duty to examine that ground during evaluation.
They bear on three of roughly twenty mandatory grounds in Kbt. 62. §, plus the discretionary contract-breach ground in Kbt. 63. § (1) c). Tax debt, bankruptcy and liquidation, criminal convictions and professional misconduct appear in no register reachable by API, and are declared in the ESPD and proven by certificates.
Exclusion grounds are time-limited. Exclusion for false data provision or for unlawfully influencing the decision-making process typically runs three years according to the register's own dates, contract-breach data stays published for three years from the breach, and a competition-authority entry carries its own start and end date. Once an entry has lapsed, that particular ground no longer supports exclusion.
The authority's own pages do not distinguish an entry still in force from a lapsed one. This tool computes it from the entry's dates against the day you load the page.
Because the two point in opposite directions. Self-cleaning under Kbt. 64. § is the procedure in which the Public Procurement Authority establishes an operator's reliability despite an exclusion ground existing against it. A reliability decision is therefore not an exclusion but relief from one.
Where both appear for one company, the order and the dates decide what they mean together. That is why the tool marks separately which result comes from a register bearing on an exclusion ground and which does not.
By tax number where you have one. Company names repeat, and the registers record the same operator with different spellings and different legal-form wording, so a name match does not identify anyone uniquely. The tool matches the first eight digits of the tax number, the core number, because the ninth digit is a VAT code and the last two a county code, and both can change over a company's life.
One exception: the register of qualified bidders carries no tax number, so it can only be searched by name. On any hit, check the name, seat and tax number against your bidder's own details.
The register snapshot date appears under the checker. The data is downloaded from the public EKR interface, and entry counts change weekly, so the page always derives its totals from the loaded data rather than from numbers written into the text. Whether an entry is in force is judged by comparing its dates with the current day, so an entry flips state on its expiry date without a rebuild.
