Gap-Fill Notice in Public Procurement: Contracting-Authority and Tenderer Perspectives in 2026

The scope of Kbt. Section 71 paragraphs (1)-(11) is drawn narrower by the Public Procurement Arbitration Board's practice and the Public Procurement Authority's guidance than the older handbooks suggest. After the November 2024 and May, June and October 2025 update waves, routines need to be re-examined from both the contracting-authority and tenderer perspectives.
